Before adopting Simi’s Risk Terrain Modeling (RTM), the Wichita Police Department had a strong awareness of where crime was happening – and even some ideas about why. Officers developed working theories that about the social and environmental dynamics that made certain areas more prone to criminal activity.
But there was a gap: turning those theories into something objective and universally understood by city stakeholder proved challenging. The department needed a data-backed solution that would move public safety strategies beyond opinion and made them actionable across departments.
